Acting Prime Minister Olmert's response to the ruling Hamas party's genocidal efforts have been nearly exclusively focused on cutting its international donations. Even if the effort was completely successful, however, there is no evidence to show that cutting off gifts would eliminate the threat of Hamas delivering a nuclear attack on behalf of Iran. In any case, that question is theoretical because the effort has utterly failed. Here are the actors Olmert was trying to influence, along with the latest headlines documenting the failure:

Prediction: Nuclear armageddon is now a likelihood. A "previously unknown terrorist group" will probably take responsibility. The attack will, of course, be universally condemned by Muslim regimes to the Western press. There are a handful of policies that still can stop its occurrence, notably an immediate US or Israeli attack on Iran's nuclear program combined with a new "Monroe Doctrine" that forbids nuclear development to jihad-supporting regimes. Another possible salvation is a Netanyahu victory in the upcoming election.
Otherwise, only God can save us.
