Ten explosions were heard in the area one minute after the air raid siren sounded, just a short while after French Foreign Minister Phillipe Douste-Blazy left the area. Douste-Blazy was in Haifa for talks with the mayor and other city officials before meeting with Prime Minister Ehud Olmert and Foreign Minister Tzipi Livni in Jerusalem.
Rockets crashed in five separate areas in the attack, including the Krayiot and Carmiel.
Police said one rocket struck a car and hurled it into the opposite lane. The driver was killed by wounds in his upper body from flying shrapnel. Two others in the car were also injured.
A second person was killed while running to the shelter when the missile scored a direct hit on the carpentry shop where he worked. His three co-workers made it to safety.
