This was not the first attack perpetrated by a terrorist who was freed from Israeli prison. Almagor has documented many cases of terrorists who were released in similar exchanges who returned to their terrorist ways. "There were four big terrorist releases," said Atty. Ze'ev Dasberg, representing Almagor, "and each one caused another calamity to the country."
Each released terrorist generally signs a pledge renouncing terror, despite Israeli security estimates that
50% of released terrorists return to their previous activities. In a number of cases, recidivist prisoners have signed two of these documents after re-arrest in between.
The Be'er Sheva suicide bomber was one of 436 Arab terrorists released in an exchange for a single Israeli drug dealer who was close to Hizballah leaders.
