Social Affairs Minister Yitzhak Herzog, a security cabinet member, said that the commission will consider allowing more flexibility in the definition of prisoners with "blood on their hands," in order to give more flexibility to the negotiators of Shalit's release.
Prediction: A number of terrorists previously convicted of murder will be released. Israel's leaders will explain that they don't have "blood on their hands" because they didn't personally pul the triggers. Then expect another wave of terrorist murders.
